Governor Kehoe,
Missouri families are being priced out of their homes by soaring assessments and an unelected State Tax Commission that can force counties into bulk increases. Taxation on paper gains isn’t real income — and no Missourian should lose their home over it. We support redistricting and initiative‑petition reforms, but those debates are already moving. We ask you to convene a Special Session focused on urgent, permanent property‑tax relief.
We respectfully urge the following actions:
- Adopt an acquisition‑value system for owner‑occupied homes: lock the taxable value to the purchase price and reassess only at sale/transfer or when the owner takes out a new cash‑out mortgage that establishes a higher value. Normal maintenance should not trigger reassessment.
- Stop forced across‑the‑board hikes: Prohibit Memorandums of Understanding (MOUs) or directives that mandate blanket percentage increases (e.g., 13–15% per year) to chase ratio targets. Require transparent legislative oversight for any statewide assessment directives.
- Protect homes now: Suspend tax‑sale foreclosures of owner‑occupied homes while reforms are enacted and give homeowners a clear, affordable path to redeem their property.
- Guarantee due process: Strengthen notice, evidence, and appeal rights; require the State Tax Commission to publish plain‑language guidance and actual county‑level ratio studies; and create (or enforce) a true taxpayer ombudsman function.
- Truth‑in‑Taxation: Prevent windfall revenues from reassessment by requiring voter approval for levy increases that outpace new construction, and publish clear, uniform tax‑rate rollbacks.
Missourians deserve a stable, predictable system that safeguards homeownership. Please call a Special Session on property‑tax relief immediately.
